Small banks continue to seek to raise capital. One way is to hold a rights issue in the midst of a pandemic. Financial Services Authority (OJK) Regulation No. 12/POJK. 03/2020 concerning the Consolidation of Commercial Banks states that small banks in the country must have a minimum core capital of IDR 2 trillion this year and IDR 3 trillion by the end of 2022.
